Macron says ‘not the time’ to sanction Azerbaijan over Nagorno-Karabakh offensive

France’s President Emmanuel Macron said Thursday the time has not come for Europe to impose sanctions on Azerbaijan over its offensive to seize control of the rebel region of Nagorno-Karabakh.
